The emulator I linked to in the previous asks will work on Windows as well. Just follow the link and select the Windows download option from the list.
And yes, it is possible to use cheats with it! DeSmuME has a built-in menu for putting in cheat codes, which you can look up on Google and plug them in to the emulator. It works with Action Replay and Codebreaker codes.
The emulator I use, DeSmuME works for Macs. You can download the Mac version from the DeSmuME website here.
